Workshop "Integration of municipalities in flood risk management"

On 19th may 2010 the workshop took place with participants from municipalities and provincial administrations of Saxony and LABEL partners. The preliminary results of the pilot action were presented and discussed.

Impressions of the Workshop:

In the LABEL application two pilot activities are planned in Saxony, which should improve the cooperation between spatial planning and water management regarding flood risk management in saxon municipalities. The first pilot action was "Integration of municpialities in flood risk management" and was finished with the workshop in May 2010. 

Background of the pilot action :

Spatial planning uses its instruments increasingly consequent in order to stop the increasing damage potentials (by new development) in flood risk areas. Within the developed areas though, an increase in risks cannot be prevented with the available instruments of spatial planning and water management.  

Additionally, in the framework of the flood risk management planning especially non-technical measures should be developed. From this, further need for cooperation between land-use planning and flood risk management is arising, as land-use planning can contribute to risk management significantly. 

Finally, the cooperation between spatial planning by planning associations and land-use planning by municipalities is of great importance. The instruments only be effective as long as they operate in the same direction. 

Goals of the pilot action: 

  • Clarify the problems in municipalities when dealing with the requirements of flood risk management to land-use planning. 
  • Clarify the requirements and problems when executing or changing land-use planning in flood risk areas.
  • Possibilities and risks for structural development in flood risk areas. 
  • Development and discussion of possibilities for improvement and strategies. 
  • Increase of awareness for problems and solutions. 
  • Improvement of cooperation between municipalities, spatial planning and water management.
  • Conclusions for goals and principles of spatial planning and adaptation of instruments for spatial planning. 
  • Improvement of water management principles by establishing a dialogue with local experts. 
  • Discussion of relevant conclusions (regarding instruments of spatial planning and water management)  with LABEL working groups and integration of results into LABEL products.
